I appreciate the offer, but for a 12' camo duck boat, custom numbers is unnecessary. Haha. Thanks though!

I would not put numbers on it. Just tell TWRA you have camo numbers on the boat as the regular ones would defeat the caom scheme. Not your fault that he can't read camo over layed on camo.
