Default Great Falls Dam tailwater question

I have been itching to get out there for the first time. It looks like they've been pulling water consistently and my question is - is there an ideal flow for fishing/boat launch/navigation around the blue hole ramp? Today they're pulling around 5Kcfs which is down from 7Ksf a few days ago. Is it accessible by boat at all when they're not generating?

You can not put in at the rock island park but there is another ramp 1/2 mile down river that you can put in. The road is called warren county park rd ramp is narrow long and steep. The river is high enough you just need to stay to the right from the ramp to the park, probaly cannot go past the state park ramp very far, defiantly not to the blue hole. Boats have not made it to the blue hole in years and will not till center hill dam is complete.
