Default Dam restrict

I understand the buoys are in place but are cables ran?
It is my understanding that just barriers will be put up and the state will not enforce.

If this is the case I will be up there fishing soon.

I believe said decided not to put up barriers unless they had to fully open the dam up and it would be unsafe for anyone to get to close to the dam.
