The overall message is clear. The underlying message is the veiled threat to
civilian employees of the Corps.

As I mentioned in a previous message, I have some concern (for someone) who
acquired and distributed this memo. I will leave the method and the source
up to you. I only need to know that those who are steering this ship are
comfortable with any potential backlash, and its O.K. for me to turn this
over to the media, legislators and the Governor.

Attached is a memo sent out by the commander that show neither he nor his
superiors in
Washington are listening to us. And, they are apparently agreeing to accept
all the garbage he has
spewed out about boat safety and coming into compliance with a policy that
we know wasn't intended
to restrict our access.

I posted this on my FB page and I encourage you to post it and send it to as
many folks as you can.

This guy apparently thinks he was elected to represent us not our senators
and congressmen. They need
to be reminded of who is in charge.
