Is fishing still restricted below Cordell Hull?

Yes, but you can drive to the lock side and fish if any water is moving its worth the drive.

How is Cordell Hull for bank fishing by the generators? I'm after stripers and I hear you can regularly catch them below that dam during generation up through November. Can I accomplish much from the bank there or should I not even bother without a boat? It's a 45min drive so I want to make sure it's worthwhile. Thanks
