Passed this afternoon, 91 to 7. As H.R. 3080 passed through the House in overwhelming fashion last week, as soon as the Clerk of the Senate prepares a copy of the bill as finally agreed upon by the two congressional houses, it will be sent to the Government Printing Office for “enrollment” (the historical role of “written on parchment). When the Secretary of the Senate (Nancy Dickerson) gets the bill back from the Printing Office, she’ll endorse it. It then goes to the Speaker of the House, where it will be announced in open session, signed by the Speaker, then transferred to the Senate by messenger for the VP to endorse. Secretary Dickerson will then present the bill to the President for his (or her, if they take long enough) to sign.
It looks like its all over with but the shoutin’. But it’s still going to take a week or two before the Water Resources Development Act – more importantly, Section 2058 therein (The Corps will not permanently restrict access to the tail-waters), becomes law.
