Default rod regulations

I've been working on setting my boat up for spider rigging, I'm ordering driftmaster rod holders. In a video I watched on spider rigging I noticed the guy had 8 rods out and was fishing in Big Sandy. I looked up how many rods under state wide regulations on the TWRA web site and it says no limit except Center Hill and Dale Hollow. I've been told 3 rods / person. Anybody know where it says 3, I plan on fishing OH and JPP, I would think if there was a limit on either lake it would have been included in the exceptions.

There is no limit on OH or JPP.
