Question OH steam plant access question

Hello all
I''m just getting back into the fishing scene (retired, kids grown and gone) planning on fishing the steam plant tomorrow. I haven't fished it in 20 yrs or so. My question is what is the best ramp access and the safest to put in.

If your in a boat I would say Flippers ( Bulls' Creek ) if in a Kayak I would say Coles ferry. You can only get to the mouth of it. It is blocked off for construction.

Default Steam plant report

We arrived around noon and fished until 4pm. Not much luck 5 or 6 others didn't seem to be having much luck either. My partner was fly fishing and has had luck there in the past but not today, he did manage 1 blue gill. I caught a small stripe and foul hooked a skipjack. Well maybe next time.
