Default Prop Help

I have a 86 25 hp Mercury tiller outboard. Today i was running on the lake, all of a sudden the boat quit going, motor reved up. Long story short, it would go as long as i was at idle speed but as soon as i gave it more gas, it would quit going & motor would just rev up again. So, i thought i may have a sheered pin. I took the prop off when I got home, and this is what I see. No pin ? Does anyone know about this ? did I just not dig deep enough into the prop ? Thanks for ANY help or ideas.

The rubber hub has worn out ... Take it to Performance Propeller in Hermitage/Old Hickory and have it rehubbed .... Probably around $60 .... <'TK><
