It sounds like you have been reading the Corps of Engineers fishing report. Please remember that the info they put out is at best weak. I wouldn't put a lot of stock into what they say. Now if you have a first hand report from someone that is a different story, but I assume you don't since you are asking where it is.

The report I read came from the twra fishing report. Don't know how reliable it is. I am on spring break for the rest of the week and would like to catch some fish. Not too familiar with the big lakes. I normally fish in the Crossville area and it stinks right now. Im just looking for honest advice, not gps cordinates. I understand the weather prob. put a pause on good fishing. Thanks for the respond.

The best ramp to put in at is on warren count park road. The ramp is at the very end of the road. It is right outside of rock island state park toward the community of midway. Webb camp is a small marina with little parking the ramp I suggested is right the walleye spawning ground you can't miss it. Their will be a lot of other boaters around. I have not had much luck up there yet but will be there Saturday.
Just like outback fisher said, that ramp is very steep and narrow but it is the closest one, expect it to be very crowded, a lot of river rats (very respectfully) as they call themselves will be out there, good luck!!
