I could be wrong but Metro Parks and TWRA manage the areas one being water and other being grounds which is all the sign says. It cost somebody somebody a chunk of change though.
The TSRA is who works towards gaining access to waterways for smaller crafts like there, harpeth, duck and others. That is why I thought of them. The limits stated would fit pretty much all kayakers, canoers and since most are car topped the trailer limit so that they have space to park.
Found this on their website's Access Program page: "TSRA is working on access points on the Stones River between the Percy Priest Dam and the Cumberland River with the U.S. Corps of Engineers."
