Default Trout Magnets in Great Smoky Mountain National Park

So...are they legal there or not? I know they are not scented but are they legal there?

Yes, single hook artificials only. The exception is fly fishing you can use a floating fly with single hook and a dropper with single hook as long as line is between them.

Also be aware of the Delayed Harvest this time of year up there and check to see which streams apply. After a date in October they releas brood fish into streams around Gatlinburg and you can't keep anything until after one day in March.
