Just use any top water chugger, tie on a trailing line 2' long and tie on a crappie magnet with a #4 hook, NO WEIGHT!

My brother and I used this method back in the early 60's to catch bass AND bluegill. Using a floating rapala and a rubber legged spider, cast it out, hold the line just before it hit the water to make the floating spider flip behind the rapala, and twitch retrieve them back. Caught many bass and bluegills using that method.

I have fished with popping corks for many years but always the bigger ones. When I throw those for a few hours they flat wear me out. Looking to find some small ones Saturday. But your idea sounds good....maybe take the rear hooks off the Rapala and tie the C M to that ring.

Alex a Trout Magnet would sure be slow falling but I don't know how that small hook would do....just use a Trout Magnet or Crappie Magnet on a #4 hook.
