No, if you use the waterproof housing, the sound is not very loud. I am using the GoPro Hero3+ Black model with the LCD screen and a case that allows you to use the touch screen on the LCD and plug in a microphone on the side. The built-in microphone was used for the video.

The video was edited with iMovie on an iPad. You can adjust the volume of the video clip if necessary. I used the default sound settings.

I would use the waterproof case for the kayak and a Zoom H1 with lapel microphone to record the sound, then add the sound to the video when the editing takes place. When you start shooting, clap your hands and that will provide a point to sync the audio with the video. The clap will show up in the GoPro audio track. Once you get them synced, turn off the audio track from GoPro.

I would give the waterproof case a try by itself first because you may be close enough for it to work. If it does not work, you can always add background music to the video.
