1/8 oz scrounger jighead with a zoom tiny fluke in baitfish or baby bass. I've caught just about everything that swims on it in even the coldest weather. I also like to use a fluke rigged weightless.
As for bait, I have a hard time beating a free-lined shad or skippie. Shiners and large tuffies have also been reliable, but a 4-6 inch threadfin is almost like crack for predatory fish. The list of fish I've caught on them looks like the Fish ID section of the TN Fishing Reg's booklet.
