Just a word of caution here. It might not be prudent to ignore COE officials, even though TK is technically correct that they probably don't have enforcement authority without Coast Guard involvement.
At least one or two of the accidents cited by the Corps occurred when anglers ignored Corps warnings to leave a hazardous area. I don't want to help the Corps make its case by giving them the argument that "we have to barricade the area because fishermen won't listen to our warnings."
Just playing devils advocate here. We want to make sure we approach this issue cautiously because the Corps will use any argument they can to get these barricades in place.
