When I was a Charter Captain on the Great Lakes we had a similiar situation about 20 years ago...................the Coast Guard decided to create a "restricted zone" in an area used by their vessels to dock. The area (north of Port Huron, Lake Huron) was also a very popular walleye fishing area, and while the fishermen were never a problem for the Coast Guard, they just decided they needed this area to themselves.

Our DNR sided with the fishermen, as have the TWRA in this case.........and here was their suggestion.

If the burden of enforcement is left to the Coast Guard ( the Corps in this case) , any citation/ticket , etc., will have to be enforced in a local court, if the TWRA will not prosecute, the citation / ticket is more or less worthless.

In reading the Corps statement regarding " Compliance with poicy in other areas " , I'm wondering if this is just a "CYA" on their part to head off any potential responsibility claim in case of a tragedy.

I really don't know if the Corps has a " restricted area police department".
