Tim's is not Corps its TVA (check my links).

TWRA techincally manages not just all lakes but all flora/fauna in TN.

The difference is the 18 TWRA managed lakes are designed and regulated especially for family fishing, these lakes prohibit alcoholic beverages, houseboats, inboard motors, water skiing, personal watercraft, and swimming. Usually, there is also a fee to fish and rent boats if available. They will have some special regulations for creel/size of some species too.
