You are correct the purpose is to slow the drift, and in slower moving water it can hold you more safely than an anchor. An anchor tends to catch on boulders, trees, and other things that are submerged, and when you snag, and are not prepared to cut or release the anchor you can be swamped, and placed in a difficult situation. The drag chain is made out of large chain that is placed in bicycle innertube to silence the chain when dragging across the bottom, or laying on the hull of your craft. In lakes I will use an anchor, but in rivers it's drag chain only for me.
