Plan to get a kayak to fish the harpeth this summer before going off to college in the fall. Do you think I could get away with an pelican 8' SOT or SinK or is a 10' SInK that much better? Narrowed it down to these two because they are both pretty inexpensive (less than 200). I dont plan on bringing but two rods and a small bag with me so I wont need much space.

8' should be fine for the Harpeth. Make sure that you are below the weight limit, gear included. You will certainly bring two rods with you! ;) A SOT is imo the way to go on the Harpeth, much easier to get in and out of in the shallower areas.

I do a lot of kayak fishing. The only advantage of having a longer one is that it will track straighter in the water when paddling.

Also you should see if it has any sort of elastic gear straps on it. I paddle clip is handy for when you get to your spot and start fish.

They sell all kinds of accessories for kayaks so its not hard to modify them after you go out a few times and see how you want things set up.
