Crappie Beds

I'm going to be making a dozen or so crappie beds(attractors) using bamboo, and a few people have said that its illegal, I can't find anything online confirming this.. My question to y'all is, is it, and is pvc a better option?

I have trouble picking up pvc on sonar, anyone else have that problem?

A lot depends on what waters you are putting them in. State TWRA lakes for instance are a no go and while technically illegal on most Tenn waterways, most people still put them in there.

Best to do it at night. A buddy of mine has structure sunk all over OH and people have been riding by completely on plane but once they noticed what he was doing quickly slowed down to watch.

I am not 100% on this but the illegal part may be doing it without consulting TWRA first. If you just go dump a bunch of stuff out (while a lot of people can/do do it) you could risk getting a fine for "dumping" in the lake since its a public waterway. They encourage improving fish habitat but also want to know what is going in there and where so that they could monitor it as well if need be.

That was always my take on it. Could be wrong.

TVA requires a "permit", usually a phone call to the local watershed office is all that is needed. I am pretty sure Corp requires the same. Basically neither wants you dropping in a navigation/hazard area.
